I got sick of the time soaking scraping and rubbing so once i have a collection to clean up i generally just use a 4inch angle grinder with a wire buff head now days. Does make a fair spread of paper dust/residue so i do it in the yard with an extension cord, riggers gloves (so as not to polish the hands and fingers) glasses, an old shirt and a p1 dust mask.
Works a treat for most bottles and cleans off nicely. Usually just hose the grass off afterwards to get rid of any lable residue. Can make a mess of the shed if done inside.
For just the odd one or two bottles at a time a soak to remove the paper followed by a steel wool style scourer with a squirt of dishwashing detergent and a lil elbow grease usuall gets the glue off.
