How it all went down

cut a 1" pipe to 1/2 to 2" up to you
I used copper electrical wire to form the feet about an 1" long
flat copper sheet just a little larger than the diameter of the pipe (end cap works too)
drill a hole in it about 2mm smaller than the coin you use (copper penny here)
find an approbate size drill bit to snugly fit copper wire in the holes you drilled in the penny
I placed the holes 1-2mm inside of the penny's diameter, you can adjust the feet hight by pushing the wire through the holes and filing off later. To make things better solder on the back of the coin, I didn't.
place the pipe on the flat stock with the hole in it and solder away, clean it up with snips and file to give it a nice end. (centre the hole in the pipe)
bend all the wire legs in and poke then into the tube and adjust them to let the coin freely move up and down and to stay centred.

There you have it i a nut shell, add a top to connect a cane or a short spigot for a hose connector. Pump it up and down till the hose primes and gravity will foo the rest.
