Here is a printable Metric ruler.

You can mark off your distance between cuts in your bubble caps, draw a line down the centre of ruler for your height of cuts as well. Wrap your caps and tape the ends and cut away (or dremel away)

Forgot to mention, when you print it out make it larger on your printer scale. This will make it easier on the eyes to read, the idea is to have uniform spacing. You can print either one, the image will print smaller than an actual ruler and the pdf will print true.
