I had issues with my burner on an HP reg crow.Someone suggested let it warm up for 5 min then crqnk up the gas.
I missed that post...then re read it and it was the answer...not sure why but suspect when the cast iron is cold it seems to cause major flame lift off and flash backs .

When slowly warmed up mine can really run hard.

BTW...why did you change from the 747 ?

very hard to get it to run cooler , soots up and is quite fumy

Is that the three ring with the HP reg your having trouble with? Yellow flame at low settings?

No that's the 747 turned down. I had issues with the ring burn but that is about air intake
