This will be my next experiment, in my quest for a good drinking vodka. I am going to try wheat as my base no sugar.

Neutral, by definition, is ethanol and water at whatever concentration you dilute it to.
Vodka is ethanol, water and a mix of whatever goodies come from the spirit run.
Maybe a hint of grain, rice or potatoes (does anyone even do potatoes anymore?) or just crap nasties from the cheap stuff.
If all vodka was just neutral there's be no point for hoity toity vodka connoswillers. :))
