as per subject line,
What size boiler would I need for a 24L to 25L TPW wash?
Would I get away with 30L or would I need 35L ?

30 is fine - that is 20% headroom on 24l
With a non puke wash you can push into the headroom a bit - often I only run 10% spare - you have to be on the ball and watch it extra close for the first part of the run in case it pukes though - I have been very lucky with that so far. Your best off with the 20% plus on a spirit run for that tiny extra bit of reflux

Your better of with a non mashing type boiler than one with pid controll for your still, you want constant voltage to the boiler not temp controlled continually fluctuating power.. Five star sell a 25l one.

:text-+1: on not using a temp controlled boiler. You'll have a nightmare trying to run the still that way.

I think the ones 5 Star sell have enough headroom to run a 25 litre wash - Maybe Andrew will see this and confirm the actual working capacity for you.

You are correct, we sell the Mangrove Jacks boilers.
But, in all honesty, if StillNob is in WA he is probably better off finding one locally as the postage will be high.
Cheers

I was reading elsewhere on this forum and it was suggested that if the boiler does not have a voltage controller to run it at 104oC to keep it on a constant boil.
Would that work OK?

These are good controllers for what you need, but hard to come by atm. If you want one I can sell you mine as I only bought it as a back up but never used it. May have cut the cord off, can't remember  PM if interested.
